APRIL 14, 2008—8:00 P.M.

            The Town of Cross Plains Board of Supervisors met for their regular monthly meeting.  Notices of the meeting had been published in the Mt. Horeb Mail, News Sickle Arrow, Shopper and on the website.  All Board members and approximately 50 citizens were present.  The Clerk read the minutes from the March 17, 2008 meeting, Bob Bowman moved approval, Vera Riley seconded and the minutes were approved.  The Clerk read the March 19, 2008 minutes and on page 414 in the second line of paragraph two the word “Commission” was deleted and the words “recommendation for Commission members” was added. The minutes were then moved for approval by Bob, seconded by Vera and approved.  The Clerk then read the April 28, 2008 minutes which were moved for approval by Bob, seconded by Vera and approved.

            Dale Scholl of Domini Road appeared to state he is considering splitting his house from his ag land.  He was told to go to the County for the necessary paperwork.

            In the matter of a bond for the Town Treasurer the Clerk reported that the Dane County Treasurer’s office had on file an “Ordinance for Substitution of Municipal Treasurer’s Bond for the Town of Cross Plains, Dane County, Wisconsin, Section 70.67 (2), Wisconsin Statutes which the Town had been adopted on December 6, 1984, signed by the Chairman and Clerk and a certified copy of which had been filed with Dane County.  The Dane County Treasurer’s office reported that 18 county municipalities have bonds and 41 county municipalities have this ordinance.  In response to Mr. Mueller’s request to see a bond for the Town the Clerk secured forms for such a bond from Liberty Mutual.  This bond would cover anyone who handles money.  We can have five people covered and they will be the Clerk, Deputy Clerk, Treasurer, Chairman and Maintenance person.  Harold moved to get the bond for $10,000, seconded by Vera and passed.

            The Clerk reported she had received a phone call from The Rosemary Garfoot Library stating that the Town’s library board representative Denise Baylis’s term was expiring.  Harold moved and Vera seconded to reappoint Denise to another term.  Denise accepted and mentioned an upcoming library event.

            Harold reported that an Intergovernmental committee meeting will be held soon and they will act on the Schoepp property.   Paul Correll will look at the new books sent by ATC and have a report at the May meeting.  Harold reported on CARP that they wanted to appoint an advisory committee.  It was tabled until next month.

            Dave Mahoney, Dane County Sheriff was present and addressed the group.  He stated that in the 2008 budget the Department has added three new traffic vehicles to work on the roads.  The major causes of traffic accidents and injury are speed, alcohol and failure to wear seat belts.  He further stated that presently home break ins are big right now and urged everyone to lock their doors.

            Vera reported that Northwest Dane is currently working on a needs assessment and citizens may get a request for information.

            Harold reported that the roads will be looked at on Wednesday, April 16 and Mt. Horeb Fire District will meet next Wednesday. 

            Terry Kurth reported on the sub-committee which had been appointed to recommend names for the Plan Commission.  He reported that the committee, himself, Mike Coyle and Jeff Baylis had met on April 2.  He read several recommendations that had come from the Committee, namely:  Jim Boland needs a key to the hall to get papers ready for meetings, there needs to be a facilitator from outside to expedite and guide the group through the process, meetings will be open to the public but the public will only be  allowed three minutes each to speak to the Commission, draft of the Commission minutes will be posted on the internet site and also on the inside glass of the front door of the Town hall within two days of the meeting, two other postings may be required as well, it is highly recommended that the Town Clerk hold two to three hours of office time each week, any information the Town receives regarding land use planning or of importance to the Commission will be distributed, Plan commission members will be kept informed of letters to the County Board regarding map or variance change hearings and will be told of any date set by the County for a hearing, the Town Board will realize that the Commission needs to be empowered to follow the rules set forth by the State and County yet be creative in its solutions to land use planning and the Commission realizes that though empowered to come up with a plan, ultimately it will need to be approved by the Town Board.  Louise Klopp wanted to know when Terry took on the roll of setting the process, he responded that these recommendations were unanimous recommendations from the committee.  Arnie Harris talked about Bob Boehnan and felt that he would be an excellent member of the Commission.  Terry read the names of those recommended for the Commission:  Sherry Krantz, Kathryn Pluff, Tom Ruhde and Greg Hyer .  Vera moved that we approve the names as recommended by the committee, Harold seconded.  Roll call:  Krantz yes, Riley yes, Bowman no.  Motion passed.

            Harold stated that we will seek bids for a new tractor and Rick and he will look at them.  Gordy Lamberty stated that clean-up day for the park is May 3 from 8:30 to noon.  He has ordered weather radios which should be available soon.  Garry Williams gave the signatures to the Clerk for the recall of Bob Bowman, they numbered 371.  Vera moved to adjourn, Bob seconded at 10:02 p.m.                             Ann E.
