ANNUAL MEETING—APRIL 10, 2007—8:00 P.M.

            The Annual Meeting of the town of Cross Plains was held at the Community Center and called to order by Chairman, Harold Krantz.  Notice had been published in the Mt. Horeb Mail, News Sickle Arrow, and on the website.  All Board members and approximately 23 citizens were present.  Minutes of the April 11, 2006 annual meeting were read by the Clerk and moved for approval by Bob Bowman, seconded by Jeff Baylis and approved.

            Copies of the 2006 financial report were distributed and the Clerk highlighted items and answered questions.  Residents brought up asking the State or the assessor to further explain items pertaining to land values.  Harold indicated that the assessor can be asked these questions during open book.  Bob Boehnen moved to accept the financial report; Bob Bowman seconded the motion passed.

            Harold reported on the proposed road work for this summer:  Valley Spring, Swan, N. Timber Land, Old Sauk Pass, Birch, Cleveland, Deer Run, South and North Deer Run, Enchanted Valley and cut a ditch at the Loretta Zander property.  The notice will go in the paper and the bids will be opened at the May meeting.  Harold also reported that the road aid will be going up from $1,899 per mile in 2007 to $1,976 per mile in 2008 with an additional $15 million added to the pot in 2008 and $30 million in 2009.

            Harold reported that the Mt. Horeb assistant fire chief had resigned late last week and that they are still in need of more help.  No new  items in Cross Plains-Berry.

NEW BUSINESS:  Bob Boehnen reported that the culvert TDS installed on Union Valley is bad and needs immediate work.  Jim Boland asked with the budget should be figured for the plan commission, he was told to bring a budget to the next meeting.

            Amelia Williams moved for a five-member board stating that the present board should be giving their knowledge to younger people.  Bob Bowman mentioned that a comprehensive plan means that much of the work will go through the plan commission.  Loren Ziglin seconded the motion.  After much discussion concerning the difficulty of beating incumbents Carl Jones talked about the recent Wisconsin Heights School Board race where two write-ins beat the incumbents.  Louise Klopp felt everything is becoming more high tech and more legal issues.  Arnold Harris made a friendly amendment to change the motion for a five-member board until the comprehensive plan is completed.  It did not receive a second.  It was agreed that a paper ballot vote would be taken on the issue with yes meaning you favored the five-member board and no meaning you did not favor the five-member board.  Jim Boland and Rick Hollfelder were ballot clerks, the vote was:  9 yes and 16 no votes.

            The Intergovernmental agreement with the Village of Cross Plains was discussed.  Louise said we have nothing in the agreement that benefits the Town.  Bowman stated that there is a provision in the agreement in the event of an annexation and that the legislature in 2003 gave every Village a chance to veto any plan in the Town that they did not like.  It was decided that the Plan Commission would look at the agreement.

            Motion made by Loren Ziglin that all current and future ordinances be posted on the Town website, seconded by Amelia Williams.  On a voice vote the chairman declared the noes won.  Amelia suggested that the Town look into getting an inexpensive microphone.  Vera stated that we could look at the Parks Commission for the money.  After discussion Gerry Williams volunteered to secure a system.  Motion to adjourn by Carl Jones, seconded by Arnie Harris, meeting adjourned at 9:40 p.m.
