AUGUST 18, 2008—8:00 P.M.
The Town of Cross Plains Board of Supervisors met for their regular monthly meeting. Notice of the meeting had been published in the Mt. Horeb Mail, Shopper, News Sickle Arrow and on the website. All Board members and approximately 45 citizens were present. The Clerk read the July 14th minutes and Vera Riley moved to approve, Jeff Baylis seconded and the minutes were approved.
PUBLIC COMMENT—Arnie Harris spoke concerning the location of the mailboxes on County P near his and Chairman Krantz’s home. He has talked to the postmaster in Mt. Horeb in an attempt to move the mailboxes to the west side of the road. Jeanne Poast asked why a response had not been filed in the Hot Rods appeal. Attorney Mark Hazelbaker responded that the appeal’s calendar allows much latitude in this process. Katy Reeder mentioned that Jim Mueller did not prepare the documents that some had said he did. Louise Klopp read a prepared document urging the Board to deny funding the upgrades on the fire truck with the excess monies that were assessed for the new fire truck. Much discussion followed.
Dane County Ordinance Amendment #6 requiring the review of zoning petitions
and conditional use permit applications for consistency with the County and Town comprehensive plans. Vera moved that we support, Jeff seconded, motion passed.
Discussion/action on declaration of Official public records and Records Retention Ordinance in the Town of Cross Plains, Notice of records access and policy on records retention were presented by Vera Riley. The Clerk asked who had prepared these documents, and Vera replied interested and informed citizens. All documents were moved for approval by Vera, seconded by Jeff and approved. Greg Griswold spoke concerning the records that are stored in the basement area that there is no working humidifier to protect them.
During a discussion of the funds available from the purchase of the new fire engine it was pointed out that this occurred because of the deal provided by Pierce, the company the engine was purchased from. Jeff moved that we ask that our portion, 30.9% of the $16,629 be credited to the Town, Vera seconded. Discussion concerning the safety of the volunteer fire fighters was brought up. Greg Griswold felt that the Fire Board should budget ahead of time for these items. Motion was called, Baylis, yes; Riley, no; Krantz, no, motion failed.
The Clerk read the Winter Snow Policy for the Town. It was felt that one sentence should be added at the end of paragraph five, “the Town must use discretion and sound judgment as to how to plow snow or ice”. Harold moved to keep the policy as written, motion failed for lack of a second. Vera moved to table the item to September. The burning policy for the town will also appear on the September agenda.
Gordy Lamberty gave a report from the Park’s Commission. He noted that the terms for Harold Krantz and Vera Riley had expired and the Commission recommended that the Board reappoint them. Bob Boehnen was elected as the vice chair and Pinky Esser is the secretary. Other items discussed were a light for the flag, a handicapped sign by the door, vehicles using the path down to the ball field, the rusting of the doors at the entrances and a possible rent increase to take effect in 2010. Gordy announced that another clean-up day for the park is September 13 at 9:00 a.m.
Decision on a five-member board was next. Jeff moved that we adopt the Alternative Ordinance, Vera seconded. After some discussion Jeff withdrew his original motion and Vera withdrew her second. Jeff then moved to adopt the amended alternative ordinance, Vera seconded. Jim Garfoot felt that it should be put to a referendum, John Sullivan wanted to know what the rush was, and Loren Ziglin felt we should to it. In a roll call vote: Baylis yes, Riley yes, Krantz yes. Motion passed.
There was no intergovernmental meeting and no Capital Area Planning meeting. Vera reported that Northwest Dane is working on their 2009 budget. Cross Plains-Berry Fire will meet next week; Mt. Horeb hired a EMS#2 mechanic. It was reported that the culvert that was removed on Barlow Road is at Bowar’s and if someone wants to bid on it call the Chairman. The public hearing on the ice age trail will be here August 28. Carl Jones has a map available concerning the flood plain area in the Town. Jeff moved to adjourn, Vera seconded at 9:50 pm. Ann E.
