FEBRUARY 12, 2007--8:00 p.m.

            The Town of Cross Plains Board of Supervisors held their regular monthly meeting in the Community Center.  Meeting notices had been published in the February 8th issues of the Mt. Horeb Mail, News Sickle Arrow and the Shopper.  All Board members, Planning Committee members and about 30 citizens were present.  The minutes of the January 8, 2007 regular monthly meeting were read.  Vera requested that the final sentence on the second paragraph be amended to read “Jim Garfoot stated that he will just drop it”.  Vera then moved to approve the minutes as corrected, Bob seconded and all approved.

            Petition #9645 by Jim Connors to rezone in Section 34 was presented.  This plan will rezone 5.2 acres including the house separating it from the remainder of the Connor’s farm property.  The Planning Committee had no problem with the plan.  Harold moved to approve the rezone, Bob seconded, motion approved.

            Preliminary application #RECU25027 by Bob Brunner to rezone 3.9 acres in Sections 28 and 29 from A1 to RH-1 was presented.  Bob reported that this split is within legal limits set by Dane County code for number of parcel divisions.  The Planning Committee reported no problem with the plan.  Bob moved to approve, Vera seconded, motion approved.

            Action by the Board on Plan Committee recommendation for the Davey and Faga developments was discussed.  Harold made a motion to deny both the Davey and Faga developments, Vera seconded.  Jim Boland and Ken Esser responded that historically favorable decisions were based on compliance with our Town’s Land Use plan, one permit for one owner.  The Town Planning Commission is working on a comprehensive use plan that will address many issues of concern in developments such as those requested by Faga and Davey.  Vera suggested that public opinion must be taken into consideration.  Bob stated that pubic testimony is the first step.  Petitioners may come back and work things through.  Michael Lawton requested an opportunity to respond for the Faga subdivision.  Harold called for a vote on the motion.  All approved.

            Dane County Sheriff Department officer Mike Zach reported that since January 2006 there were 301 citations and 196 calls for service that had been reported in the Town of Cross Plains.  He also reported a recent increase in the number of day time home break-ins in the Town of Middleton.

SMART GROWTH UPDATE—Bob read the “ORDINANCE PROVIDING FOR ESTABLISHMENT OF A TOWN PLAN COMMISSION OF THE TOWN OF CROSS PLAINS PURSUANT TO SECTION 62.23(1) OF THE WISCONSIN STATUTES, DANE COUNTY, WISCONSIN” as prepared by Jim Schmitt.  Bob made a motion to adopt the ordinance, Vera seconded and it was approved.  A copy of the ordinance was given to the clerk of the Town records.  Harold noted that the Plan Commission would replace our current Planning Committee.  He recommended that the Commission be made up of the following members:  Jim Boland, Ken Esser, Wayne Parrell, Jeff Bayliss, Mike Coyle, Carl Jones and Amelia Williams.  Vera moved to accept the recommendation for Commission members, Harold seconded, all approved.  Harold appointed Arnold Harris to be the liaison between the Commission and the Board.  Harold will appoint a chairman at a later date.  The Commission will select a secretary and set and post their agenda.  Vera suggested that each member should receive a letter of appointment from the Town.

            Northwest Dane—Vera reported that all was well, especially at the Senior Center.

            Road Update—Harold reported that Town roads were in good shape despite the challenges presented by recent snow fall, frigid temperatures and a bad batch of salt.  The new truck is scheduled for delivery soon.

            Cross Plains Fire District will meet Feb. 28.  Mt. Horeb Fire District will meet the third Wednesday of February.  They are taking applications to fill vacancies.

            Good Neighbor Committee—Carl Jones reported that this group is gathering information regarding the relocation of Highway 14.  The Village has decided that they do not want the proposed 4-lane highway within Village limits.

            Vera noted that she had several inquiries for absentee ballots and requested the appropriate procedure to follow in the absence of Ann Walden, Clerk.  Anne Herger stated that all request must be in writing.  Harold reported that his wife Betty has been appointed to fill requests, and she has ballots available for mailing.

            Jerome Esser suggested the use of a recorder to assist the Clerk at meetings.  Discussion followed, no action was taken.

            Gordy Lamberty reported on the CPR class held at the Center.  Harold expressed appreciation for Gordy’s assistance in setting up this class and for his work with the Park’s Commission and the lights in the Community Center.

            No other business was brought before the Board.  Bob moved to adjourn, Vera seconded, all approved.  Meeting adjourned at 9:15 p.m.
