JANUARY 8, 2007—8:00
The Town of Cross Plains met for their regular monthly meeting. All Board members, Planning Committee members and approximately 20 citizens were present. Notice of the meeting had been published in the January 4, 2007 issues of the Mt. Horeb Mail, News Sickle Arrow, Shopper and on the website. The Clerk read the minutes of the December 11, 2006 meeting and they were moved for approval by Vera Riley, seconded by Bob Bowman and approved.
The Clerk presented the Extension of a Memorandum of Understanding between the Town and Dane County for the Statewide Registration System. After some discussion it was moved by Bob and seconded by Vera to approve the Memorandum.
As instructed at the December meeting the Clerk went back and reviewed the minutes of Town meetings back several years. She discovered a 1977 entry wherein John Garfoot reported that he had researched County and Town records and found no report of a road on his property extending beyond his home. Harold again reiterated that the Town has never collected road aid for a road in this area. Jim stated that he will just drop it.
Discussion of the draft Resolution providing for establishment of the Town of Cross Plains Comprehensive Plan pursuant to Section 66.1001 of the Wisconsin Statutes was extensive. Bob Bowman felt that the Town should pass an Ordinance providing for establishment of a town plan commission pursuant to section 62.31(1) of the Wisconsin Statutes. Harold stated that he will solicit citizens who wish to be on the Plan Commission and a form for application was presented. Kenny Esser reminded all that rezone petitions will forever change with the adoption of a Plan Commission and suggested that the commission will need to meet about ten days before any regular town meeting so that information can be gathered and presented to the Board. It was decided that the Clerk will publish a notice concerning applications to the plan commission.
Gordy Lamberty was present and talked about a CPR class. The date was set for Saturday, February 10 at 12:30 here at the hall. Residents who wish to participate should contact Jennifer William at 798-7820. There will be a $15 cost. The Clerk will also publish this class.
Vera reported that Northwest Dane staff is working well together and that they have received a grant to put more emphasis on wellness.
Harold reported the roads to be in good condition. Loren Ziglin asked about the amount of salt on Stagecoach Road. Rick replied that this was done as a presalting measure when the temperature was going down.
FIRE DISTRICT UPDATES—Cross Plains is getting a new truck. Mt. Horeb continues to have staffing problems and Harold read several statistics concerning the number of fire and EMS calls.
The Annual meeting was set for April 10, 2007 at 8:00 p.m. Harold indicated that the Ford needed new tires.
Vera stated that she has received phone calls and e-mails concerning the proposed developments that have been presented. She recommended that a motion be put on the next agenda to act on the recommendation of the plan committee.
Gordy asked about sand on the ball diamond and he mentioned that the Parks Commission is one member short. Apparently Vera has a possible name.
The Clerk spoke of an error that she had made on entering the information for the Town levies for taxes. She had neglected to subtract the fire district levies from the total Town levy. After talking to the State Department of Revenue, the County and her treasurer there are two possible solutions. Do nothing and have the State take away our shared revenue till the amount is covered, or reimburse the citizens for the amount of the overcharge. Rosie and Ann will work to get this done this summer.
