SPECIAL TOWN MEETING—MARCH 10, 2008—8:00 P.M.
A Special Town Meeting of the Town of Cross Plains was held on Monday, March 10, 2008 at 8:00 p.m., in the Community Center for the purpose of discussing matters related to authorizing the Town Board to exercise powers of a Village Board and to take action pursuant thereto. Notice of the meeting had been published in the Feb 21 and 28, 2008 issues of the Mt. Horeb Mail, News Sickle Arrow and the Town & Country Shopper. In addition, notices of the meeting were posted at the Community Center, Town Garage, at Morgans, the Red Mouse and at the Hilltop on March 2. Thirty-six people were present for this meeting. Copies of a Resolution to Authorize the Town of Cross Plains Town Board to Exercise Powers of a Village Board Under Section 60.22 (3) of the Wisconsin Statutes pursuant to Section 60.10(2)(c) of the Wisconsin Statutes as prepared by Attorney Jim Schmitt were made available to the electorate.
Chairman Harold Krantz called the meeting to order at 8:00 p.m. He introduced Attorney Ed Corcoran who now is working with the Town. Harold stated he would entertain a motion to adopt the “Resolution” as presented. Bob Bowman made a motion to approve the resolution. Carl Jones seconded the motion. Jeff Baylis requested that the resolution be amended to include the language “which power shall be a general and continuing power for the town board”. Bob Bowman stated that he would change his motion to approve the resolution with this additional language. Carl Jones stated that his second would be changed to include the additional language as well. Discussion followed. Attorney Corcoran responded to questions about village powers for the town board and about work done in the past by the Town Planning Committee and Plan Commission. Additional comments were made regarding new and continuing appointments to the Plan Commission. Harold appointed George Fjelstad and Jerry Schultz as ballot clerks. They handed out ballots to town citizens, collected and counted the ballots. They announced 24 votes in favor of the “Resolution”, 1 opposed and 4 abstained. Jerry Schultz moved to adjourn the meeting, Jeff Baylis seconded, the motion carried. The meeting adjourned at 8:15 p.m.
