MARCH 12, 2007--8:00 p.m.
The Town of Cross Plains Board of Supervisors met for their regular monthly meeting. Meeting notices had been published in the March 8th issues of the Mt. Horeb Mail, News Sickle Arrow and the Shopper. All Board members, Plan Commission members and about 23 citizens were present. The minutes of the March 12, 2007 regular monthly meeting were read and discussion centered around an amendment stating that the Plan Commission would replace the Plan Committee, this amendment did not appear in the minutes so it will appear on the April agenda. Bob Bowman moved to approve the minutes, seconded by Harold Krantz and approved.
Mary DeVitt has resigned from the Library Board and recommended Denise Baylis as her replacement. Harold nominated Denise, seconded by Bob and passed.
Harold nominated Jim Boland to chair the Plan Commission, Bob seconded and the motion passed. Harold appointed Carl Jones as vice chair of the Plan Commission, Bob seconded and the motion passed. The clerk stated that she had talked to Sharon Royston who is currently coordinating with the Town of Middleton on their Smart Growth Plan. The Town of Middleton has just named their Plan Commission members. Sharon was kind enough to e-mail Ann a Draft of the Public Participation Plan which she has prepared for the Town of Middleton. She would be glad to come to a meeting and indicated that her cost as a coordinator would be $22.00 per hour. This would include all secretarial duties, preparation of documents and attendance at all meetings.
NORTHWEST DANE UPDATE—Vera reported that the judge had dismissed the Sullivan lawsuit and the organization was pleased with that. They have had a very successful fundraiser.
ROADS UPDATE—the price of oil is going up so we will be able to do less work. It is anticipated that the only culvert to be replaced with be the one on Timberlane. Harold thanked Rick for all the extra hours he worked during the recent snow storm.
FIRE DISTRICT UPDATES—Cross Plains called off their meeting because nothing was going on. Mt. Horeb will meet on the 21st and an informational discussion will center on the Intergovernmental Agreement. They are still short of help.
Marty L’Herault appeared for Helen and Wayne Barr asking for the correct procedure for a land division of their 22 acre parcel on Hidden Valley Road. He indicated that 18 acres are zoned RH-2 and the remainder is B-2. Jeff Baylis stated that there is no home owners association but rather a roadway agreement between the land owners. The Barrs had been told that they could divide their land because they have land abutting County P.
The Plan Commission asked the Clerk to get a list of all names of the members of the Town, and copies of all ordinances.
Harold indicated that there is a vacancy on the Parks Commission and this item will be on the April agenda. Amelia Williams stated that their will be a candidate forum on March 22nd at 7:00 at the Community Center moderated by John Donaldson.
