MARCH 17, 2008—8:00 P.M.
The Town of Cross Plains Board of Supervisors met for their regular monthly meeting. Meeting notices had been published in the Mt. Horeb Mail, News Sickle Arrow and the Shopper. A subsequent addendum to the meeting was posted at the Community Center, Town Garage, Hilltop Inn and on the website. All Board members and approximately 60 citizens were present. The Clerk read the minutes from the February 11, 2008 meeting, they were moved for approval by Bob Bowman, seconded and Vera Riley and approved. The Clerk then read the February 13, 2008 minutes and Vera moved to approve, Bob seconded and they were approved. Finally the Clerk read the March 10, 2008 minutes and Bob moved approval, Vera seconded and they were approved.
The first agenda item was a Resolution for Abolishment and Termination of the Town of Cross Plains Plan Committee. After some discussion it was moved by Bob and seconded by Vera to adopt the Resolution all voted in favor of the Resolution.
The next item was an Ordinance for Establishment and Creation of Town Plan Commission. Discussion followed. It was pointed out by the Clerk that this Ordinance cannot take effect until the date it is posted which will be March 18, 2008 and because of that no Plan Commission can be appointed at this meeting. Bob moved that we adopt the Ordinance, Vera seconded and all voted to approve. It was then decided to set a meeting date to appoint the Plan Commission and March 19, 2008 at 8:00 was chosen. Bob moved to met on the 19th seconded by Vera and the meeting date was approved.
Discussion and possible action on a moratorium for subdivisions until the passage of the farmland preservation was the next agenda item. Bob moved that we have a moratorium on requests for rural development areas until two months after the passage of the farmland preservation plan, it was seconded by Vera. Discussion followed and the previous motion and second were withdrawn. Mr. Sweeney of Hawthorne & Stone urged the Board to go on and move forward with the planning process. Stefi Harris cited a recent court decision ruling against developers. Bob moved that we table any moratorium action until Wednesday night, Harold seconded. Terry Kurth asked for clarification of the previous decisions regarding the Faga proposal. He was informed that a map amendment had been denied by both the Plan Committee and the Board. Bob moved that the Town will not consider or accept any proposals that will result in more than one split per 35 acres until two months after we pass the comprehensive plan. Vera seconded. Even more discussion was heard. The Clerk reread the motion and the question was called. Harold yes; Bob yes; Vera no.
Information and action about hiring Attorney Ed Corcoran was moved to table by Bob, seconded by Harold and passed.
Update on Intergovernmental Committee: Harold reported that Mike Schutz has appointed Stan Zander as the fifth committee member. Report on Capital Area Regional Planning Commission: Harold reported that it will be a battle they will get through.
Northwest Dane update: Vera reported that there was a St. Patrick’s Day party today and that the organization is going through long-range planning.
Roads Update: we lived through the winter.
FIRE DISTRICTS: Cross Plains-Berry ordered a new fire truck that allows a special rate if the costs are paid ahead of the delivery. Mt. Horeb they are advertising for a new mechanic who will also be a fireman.
Paul Correll reported on American Transmission Company plans for the region. He stated that the local committee that was in place previously will again be fired up. He stated that the maps submitted to the PSC were not yet complete.
The Wisconsin Highway Department will meet on April 5 at the middle school in Cross Plains for individuals to see what they propose for Highway 14.
Garry Williams reported that he had registered with the Clerk for a Committee which will be collecting signatures to impeach Supervisor Bob Bowman.
Bob Brunner questioned whether his involvement with Exclusive Ag is valid since the Town did not have Village powers.
