MARCH 19, 2008—8:00 P.M.

            The Town of Cross Plains Board of Supervisors held a meeting at the Community Center to appoint the Plan Commission and complete the items tabled at the March 17th meeting.  Notice of the meeting had been posted at the Community Center, the Town Garage and the Red Mouse.  Approximately 60 citizens were present.

            Harold opened the meeting stating that a rumor had been circulated concerning who he was to nominate for this committee and he indicated that not even his wife knew.  His first nomination was Jim Boland as the chairman.  He asked Jim if he was prepared to do the land use plan as directed by the Board.  Mr. Boland responded yes.  He next nominated Ken Esser and Kenny asked to pass.  Mike Coyle also passed.  Bob Boehnen was nominated and responded yes.  Jeff Baylis was nominated and he responded yes.  Wayne Parell also responded yes.  Harold stated that he would not nominate Amelia Williams.  Vera stated that she was disappointed as she felt that Amelia was a very hard worker.  Arnie Harris talked about adding a sub-group for the Plan Commission to act as an advisory body.  The Clerk mentioned that the Town just received the first bill from Mr. Corcoran and it included phone calls from Amelia Williams.  Jeff Baylis stated that each member of the former Plan Commission had received a letter from Mr. Corcoran so they assumed that they could and did contact Mr. Corcoran.  In response to an inquiry Mr. Corcoran stated his fee to the Town was $200 per hour which was a reduced rate from his regular fee of $240 per hour.  Another citizen inquired about reinstating the original Plan Commission and Harold said there was too much turmoil surrounding the group.  Harold again asked Kenny Esser and he stated no.  He also asked Mike Coyle and Mike talked about a goldenrod sheet that he had received today talking about the recall of Supervisor Bob Bowman.  Mike is very concerned about what is happening in the Town and how we are perceived in the area.  He indicated he felt that he could not speak to a former neighbor at the gas station because someone might be watching him and report him.  He did agree to serve.  Kenny Esser spoke about much the same feelings, and felt he could not change how he has operated for many years.  He has always welcomed Town’s people in his home and elsewhere to discuss their questions.  With the environment that now exists he can no longer do this and he refused to serve.  Jeff Baylis also decided not to serve.  Harold mentioned that the Commission had lost two very valuable people, Carl Jones and Kenny Esser. 

            Terry Kurth spoke up saying that Harold is in a no-win situation.  He suggested having a subgroup of three to come up with a Commission.  The Board agreed with this idea and the subgroup will be:  Terry Kurth, Mike Coyle and Jeff Baylis.  This group will meet and report back at the next regular Town meeting, April 14. 

            The Clerk was asked to read the motion passed at Monday’s meeting concerning the moratorium for land splits.  She read:  “the Town will not consider or accept any proposals that will result in more than one split per 35 acres until two months after we pass the comprehensive plan”.  After more discussion Bowman moved to rescind the moratorium action on the one split per 35 acres passed Monday night, Harold seconded and all voted in favor of the motion. 

            Vera moved to adjourn at 9:09 p.m., Bob seconded, meeting adjourned.
