First meeting

CONSULTANT: Arnold Harris – presented an agreement he will submit to the Board which spells out his status as a consultant and liaison to the board.
REZONES
1. The Commission considered two rezone petitions: These petitions will be on the agenda April 16
a. Desired rezone of Bahr property on P at 8670 Hidden Valley Rd. (Section 15)
b. Split of ……(?)…………. Property near Garfoot. (Section 19)
PLANNING ORGANIZATION
1. Amelia Williams was nominated and voted to be secretary.
2. Terms of office – one year, with automatic renewal if no resignation
3. Meeting times: THIRD MONDAY of each month, 8:00 – 10:00 pm, with the first half hour devoted to petitions for rezones. Other meetings may be scheduled as necessary;
4. Expenses need to be submitted to and passed by the Board of Supervisors. Arnold Harris will work up a tentative budget. Carl Jones suggested a payment of $50.00 per month per member (not per meeting).
PLANNING TASKS
1. Arnold presented a plan for public participation including focus groups and three town-wide surveys.
2. We discussed sources of help for the processes involved. We will request a presentation from Majid Allen or someone else from County Planning.
3. The many data requirements of the statute can be met by research, mainly by Arnold Harris, who will be helped by Jeff Baylis and any other citizens they can rope into helping.
4. We will read and get ideas from other town plans, which are on the web and in a box which Ann gave to us. The Town of York’s plan was praised for its brevity.
5. Jim will be responsible for creating an agenda for each meeting, and Amelia will circulate information via both email and mail, and publish the agendas in the local papers and on the web site, with Ann’s help. The minutes of the meetings will also be posted on the web site.
